Who I Am
I’m Rick Singh—a husband, father, veteran, neighbor, and public servant who believes government should work for the people.
My story is not one of privilege—it’s one of perseverance.
When I was just 10 years old, my father passed away. I watched my mother work multiple jobs as a maid to support our family. There were no shortcuts—just sacrifice, hard work, and determination.
Those moments shaped me.
They taught me resilience. They taught me responsibility. And they taught me to stand up for what’s right—even when it’s not easy.
But they also taught me something else—the power of community.
People showed up for us. They lifted us when we needed it most. And I made a promise to myself: when I had the opportunity, I would give back through service.

Military Service
Before serving Orange County, I served my country.
After graduating from Aviation High School in New York, I enlisted in the United States Army and was assigned to the 1st Infantry Division Mechanized. I worked on helicopter armament subsystems—a mission-critical role where precision and accountability were essential. I was honorably discharged in 1986.
That experience shaped how I lead. You do the job right, or people pay the price.
But my commitment to service didn’t end with the military—it became a lifelong calling.
Through public service and community involvement, I’ve always believed that when you have the opportunity to serve, you step up.
Because for me, service isn’t just something I’ve done—it’s who I am.
A Career Built in Orange County
I didn’t come to Orange County looking for a title—I came looking for opportunity.
And I earned it.
When I came to Orlando in 1986, my brother and I took a leap of faith and purchased an automotive business. I served as CEO, where I learned firsthand what it means to run a business, meet payroll, serve customers, and be accountable every single day. That experience grounded me in the realities of small business—hard work, long hours, and the responsibility of leading a team and delivering results.
I later joined the Orange County Property Appraiser’s Office as a field appraiser, assessing thousands of properties and learning the job from the ground up. , I worked my way through the ranks and earned my State-Certified Residential Appraiser designation.
At the same time, I attended night classes to earn my real estate broker’s license and my state-certified appraisal license—balancing work, education, and responsibility. I built my own appraisal company, operated a Century 21 franchise, and served as CFO of our family business, 1st City Mortgage—hiring, training, and managing teams while running businesses accountable to clients and the market.
Then in 2012, I ran for Orange County Property Appraiser.
I earned the trust of the voters—and went to work.

• $1 billion+ returned to the Orange County tax roll through fraud compliance and exemption enforcement
• $1 million+ returned annually to Orange County government through efficient operations and disciplined budget management
• Eight independent audits passed with zero findings
• 99%+ of all valuations upheld by the courts
• National and international recognition, including:
– The Ian McClung International Award
– Recognition from the Center for Digital Government
– Awards from the International Association of Assessing Officers
– A Digital Technology Achievement Award
– A Gold Stevie Award for Customer Service Team of the Year
• Founding member of the Florida Constitutional Officers Association, where I was elected to serve as President—working with leaders across the state to advance innovation, accountability, and best practices in government
• Creator of the “State of Real Estate” event, which brought together thousands of residents, professionals, and stakeholders from every sector of the community to inform, educate, and engage

Orange County is not just where I work—it is home.
For more than 40 years, I have lived, worked, and served in this community—building relationships, contributing, and working alongside others to make a difference.
I currently serve as CEO of RIRS LLC, a real estate investment company focused on responsible growth and community-based development, continuing my commitment to strengthening our local economy and neighborhoods.
I am a founding member of the Florida Association for Constitutional Officers, where I later served as President, and an affiliate
member of the International Union of Painters and Allied Trades, reflecting my commitment to both public service and working families.
